Tourism investing

Any person who owns, conducts or operates a tourism facility or activity and who provides or assists in providing services in a tourism facility or activity must hold a license for that purpose issued by the Ministry of Natural Resources and Tourism.

There are four classes/ divisions of tourism licences depending on the type of activity, Class A, Class B, Class C and Class D. Please click link to see the classification of tourism business.

Please note that tourism activities like car hire, travel agent and mountain climbing/trekking will only be issued to companies that are fully owned by Tanzanians as stipulated by the Tourism Act No.11 of 2008 section 58 (2)

A company practicing more than one tourism activity from different classes as seen in the link will have to register and apply for several licenses.


All tourism licences have to be renewed and paid annually.

Tourism operators expand_more expand_less
Tourism operator refers to an individual or a company engaged in the provision of professional ground transport for the game viewing and selling of tour package to a " Tourism Agent". All tourism operators need a license.

Car hire/Rental business
Car Hire Licences will be issued to Companies owned by Tanzanians only
Travel agent
Travel agent refers to an individual or a company engaged in the sale of professional services to travelers including:
a) Selling of tickets entitling and individual to travel or other wise arranging for a person a right of passage on any conveyance
b) Selling, arranging or making available for a person rights of passage,tourism accommodations and other tourist services at one place or more within or outside Tanzania
c) Purchasing for the resale the right of passage on any conveyance
d) Holding him/herself out as or advertises that the is willing to carry on any activity referred to in (a) (b) or (c)
Mountain climbing/ trekking business
Mountain climbing/ trekking business registration will only be issued to companies which are fully owned by Tanzanians as stipulated in the Tourism Act, 2008, section 58 (2)

Tourism accommodation facility refers to premises that receives guests whether on prior arrangement or on walk in basis and offers services such as sleeping, meals and drinks for a fee
Accommodation establishments outside protected areas
Accommodation establishments inside protected areas
Accommodation establishment, which are not yet classified (Inside Attractions)
Accommodation establishment, which are not yet classified (Outside Attractions)
Accommodation establishments which are unclassified (Accommodations with limited basic requirements)
Refers to those accommodation establishments that have limited basic requirements and can not be classified under the existing set of standards of grading
